The Central Bank of Nigeria (CBN) has directed all commercial banks, payment service banks, and financial institutions across the country to freeze accounts and assets linked to six individuals and four bureaux de change (BDCs) identified under terrorism sanctions. The directive, issued from Abuja via a circular dated June 24, follows updated sanctions by the Nigeria Sanctions Committee and the United States Office of Foreign Assets Control (OFAC), with immediate effect.
According to the circular signed by Olubunmi Ayodele-Oni, Director of Compliance at CBN, the apex bank stated that these measures were necessary after the Nigeria Sanctions List was revised on June 18. The CBN said all regulated entities must comply by immediately restricting access to funds or assets associated with the named persons and BDCs. The six individuals named include Muktar Muhammad Adamu, Babangida Muhammed Adamu Hammajam, Abdullahi Umar Usman, Ibrahim Abubakar, Adamu Chiroma, and Yakubu Ogirima Ibrahim.
The move comes as Nigeria intensifies efforts to disrupt financial networks suspected of supporting terrorism. Security analysts have long highlighted the role of illicit financial flows in sustaining insurgent groups in the North-East and other affected regions. With this action, authorities aim to stem such funding channels while sending a warning to others involved in similar activities.
In its circular, CBN further instructed all banks and financial institutions to conduct retrospective reviews of suspicious transactions linked to the affected accounts or entities. The regulator emphasised that compliance is binding on all regulated organisations as at the date of the notice. No timeline for unfreezing was provided, indicating that restrictions will remain until further instructions are issued by government or relevant authorities.
While no official statement has yet been released from opposition parties or affected individuals, financial sector stakeholders are expected to increase scrutiny over customer due diligence processes in coming weeks. The CBN’s move aligns with broader government policy targeting terrorism financing following international cooperation with OFAC under Executive Order 13224.
